Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) issued Corrigendum-XII dated June 4, 2025, updating the Request for Proposal (RFP) for setting up grid-connected solar photovoltaic (SPP) power plants under the feeder solarization component of PM KUSUM-C Scheme. This is in continuation to the original RFP dated February 11, 2025, with reference number F/UVN/2024/KUSUM-C/V/5183. The project aims to support agricultural power supply through solar energy under the Surya Mitra Krishi Feeders Scheme and intends to sell the generated solar power to MPPMCL.
The cumulative capacity under this tender is 1,200 MW, with bids to be submitted online by June 25, 2025, up to 8:00 PM. The technical bids will be opened on June 30, 2025, at 11:00 AM, followed by the financial bid opening on July 10, 2025. Bids must be submitted through the official e-tendering portal , and also in physical form at MPUVNL’s office in Bhopal. Bidders are required to pay a non-refundable bid processing fee of ₹5,900 per MW including GST. However, MSMEs and eligible farmers are exempted from this fee.
Both self-development and developer-mode bidders can participate. Farmers, cooperatives, and panchayats are eligible under the self-development mode and must own the land at the time of bidding. In contrast, bidders under the developer mode do not require land proof at bid submission but must arrange land within 90 days after PPA execution. In both modes, failure to prove undisputed land ownership within the stipulated time may lead to bid cancellation and legal action.
Each bidder may bid for one or more substations, but only one bid per substation is allowed. The bidder must quote a fixed levelized tariff for the full project capacity of the substation. The capacity quoted for Central Financial Assistance (CFA) must not exceed the normative CFA capacity defined in the RFP annexure. The bidder will be eligible for CFA as per MNRE guidelines dated January 17, 2024. Successful Renewable Power Generators (RPGs) must also arrange for the construction and maintenance of evacuation infrastructure to the designated substation.
Performance Bank Guarantees (PBGs) must be submitted by selected bidders as per Clause 4.7 of the RFP. The project term will be 25 years from the scheduled commercial operation date (SCOD), and the power generated must be injected into the grid at the 11 kV bus bar of the 33/11 kV substations listed in the annexure.
This Corrigendum supersedes all earlier versions of the RFP and Power Purchase Agreement (PPA), including previous annexures and appendices. Interested bidders are advised to read the revised documents thoroughly and track updates on the official MPUVNL website and the e-tender portal.
