The Maharashtra State Electricity Distribution Company Limited (MSEDCL) has invited bids for the procurement of energy through Battery Energy Storage Systems (BESS) under a medium-term contract of five years. The tender has been issued under RfS No. MSEDCL/BESS/Phase-3/MT/26-27/002 through a tariff-based competitive bidding process.
MSEDCL plans to procure 1,000 MW/4,000 MWh of BESS capacity, designed for one cycle per day and on-demand energy supply. The tender also includes a Green Shoe Option for an additional 500 MW/2,000 MWh. The additional capacity may be offered to successful bidders willing to match the lowest discovered L1 tariff.
The projects will be developed under the Build-Own-Operate (BOO) model. Selected BESS developers will be responsible for identifying suitable land, arranging grid connectivity and operating and maintaining the storage systems. Connectivity is required at Extra High Voltage (EHV) levels through Central Transmission Utility (CTU), State Transmission Utility (STU) or Maharashtra State Electricity Transmission Company Limited (MSETCL) substations.
Under the proposed arrangement, MSEDCL will provide charging power to the BESS during solar hours. Developers will be required to discharge and supply energy to MSEDCL on demand during the specified delivery window of 5:00 PM to 7:00 AM.
The storage systems must maintain a minimum monthly availability of 95% and guarantee an AC-to-AC round-trip efficiency of at least 85%. Developers will be liable for liquidated damages in case of performance shortfalls or if the guaranteed round-trip efficiency is not achieved.
The cost of the RfS document is Rs. 29,500, including GST, and is non-refundable. Bidders are also required to pay a document processing fee of Rs. 3 lakh plus 18% GST for the total capacity quoted.
The Earnest Money Deposit (EMD) has been fixed at Rs. 1 lakh per MW. It can be submitted through an electronic bank guarantee, Payment on Order Instrument or Insurance Surety Bond. Selected bidders must provide a Performance Bank Guarantee of Rs. 10 lakh per MW before signing the Battery Energy Storage Purchase Agreement (BESPA).
MSEDCL issued the RfS on September 24, 2026. Queries for the pre-bid meeting were required to be submitted by September 28, 2026, while detailed schedules for the pre-bid meeting, bid submission and techno-commercial bid opening are available on the ISN-ETS portal.
The full contracted BESS capacity is required to be commissioned and made available within three months from the effective date of the BESPA. Bids must remain valid for 180 days from the final submission date, while EMD instruments must remain valid for nine months.
The tender follows a single-stage, two-envelope electronic bidding process followed by an e-Reverse Auction. The minimum bid capacity is 100 MW/400 MWh, while a bidder can quote up to 1,000 MW/4,000 MWh.
