Nama Power and Water Procurement Company (PWP) has announced a Request for Proposal (RFP) seeking qualified legal consultancy services to support the development of renewable energy Independent Power Producer (IPP) projects in the Sultanate of Oman. The consultancy will play a key role in advising on the procurement and regulatory framework of renewable energy projects, with a focus on initiatives set for 2029.

According to the tender announcement, PWP is responsible for securing new electricity and water capacity under the framework of the Royal Decree 78/2004, which governs the privatization and regulation of the sector.

The tender, registered under number OPWP/2025/037, is open for document purchases between October 2 and October 9, 2025. The tender fee is 210 OMR, while Small and Medium Enterprises (SMEs) holding a valid Riyada card are exempt from charges.

Interested parties must submit their proposals by October 23, 2025, at 12:00 PM (Oman Time Zone). Tender documents are available electronically through the PWP website, and payments can be made online. Queries may be directed via email to PWP’s procurement office.

To qualify, bidders are required to provide a Tender Bond or bank-certified cheque equivalent to at least 1% of the tender value, valid for 120 days from the submission deadline. The bond or cheque must accompany the bid submission.

The initiative underscores Oman’s continued commitment to expanding its renewable energy portfolio and strengthening its legal and regulatory framework to support sustainable energy projects.
