ONGC Invites Bids For 10 MW Floating Solar Power Plant At Hazira

Oil and Natural Gas Corporation Limited (ONGC) has invited bids for the design, supply, installation, and commissioning of a 10 MW (AC) floating solar power plant at its Hazira Plant, Gujarat. The tender process is being conducted under an open International Competitive Bidding system through ONGC’s e-procurement portal. Interested companies and contractors with relevant experience can participate in the bidding process.

The Notice Inviting Tender (NIT) was issued on February 24, 2025, marking the commencement of the tender process. The tender documents became available for download on the same date, and the deadline for downloading them is April 6, 2025, at 16:00 IST. The last date for submission of queries for the pre-bid conference is March 3, 2025. The pre-bid conference will be held on March 10, 2025, at 11:30 IST at the Conference Hall, Central Procurement Department, ONGC, Mumbai, or through online video conferencing via Microsoft Teams.

Bidders must submit their bids by April 6, 2025, at 16:00 IST, including both the unpriced techno-commercial and priced bid, along with any required physical documents. The opening of the unpriced techno-commercial bids is scheduled for April 7, 2025, at 16:30 IST, while the date for the opening of the price bids will be communicated later after the shortlisting of eligible bidders.

To participate, bidders must submit an Earnest Money Deposit (EMD) of ₹51,75,000. Even Micro and Small Enterprises (MSEs) are required to provide this deposit. The bid validity period is set at 90 days from the date of the opening of the unpriced techno-commercial bid, while the bid bond must remain valid for 30 days beyond this period. The selected bidder will also need to provide a Security Deposit or Performance Bank Guarantee amounting to 10% of the contract value within 15 days of receiving the Notification of Award or Letter of Award.

The tender will follow a two-bid system, with evaluation criteria outlined in Annexure IV of the bidding documents. ONGC will conduct a pre-bid meeting to clarify any technical and commercial aspects related to the tender. Any modifications resulting from this meeting will be made through an official amendment to the tender documents.

Interested bidders must ensure compliance with all submission requirements and deadlines. ONGC has also specified that one agent cannot represent multiple bidders, and bids submitted in physical form for e-procurement tenders will not be considered. The Central Procurement Department of ONGC in Mumbai is overseeing the tender process. The procurement authority responsible for this case is the I/C ONSG, CDWG CPD Mumbai, ONGC.
