SECI Invites Bids For 2.7 MW Floating Solar And Battery Storage Projects In Lakshadweep

The Solar Energy Corporation of India (SECI) has issued a Request for Selection (RfS) for the development of grid-connected floating solar photovoltaic (FSPV) projects with battery energy storage systems (BESS) in Lakshadweep. The project aims to enhance renewable energy capacity on the islands of Agatti and Kavaratti, reducing dependence on conventional power sources.

The total capacity under this RfS is 2.7 MW, distributed as 0.95 MW at Agatti Island and 1.75 MW at Kavaratti Island. Developers will be selected through a tariff-based competitive bidding process under the RESCO mode. The projects will be executed with a contract period of 30 months from the date of award.

Key milestones include a pre-bid meeting scheduled for April 8, 2025, providing an opportunity for prospective bidders to seek clarifications. The bid submission deadline is set for May 2, 2025, with all proposals to be submitted through the ISN-ETS portal. Bidders must strictly adhere to the prescribed guidelines and timelines.

To participate, bidders are required to submit an Earnest Money Deposit (EMD), set at ₹1.33 crore for the Agatti project and ₹1.41 crore for the Kavaratti project. Additionally, selected developers must furnish a Performance Bank Guarantee (PBG) of ₹3.31 crore for Agatti and ₹3.51 crore for Kavaratti before signing the Power Purchase Agreement (PPA).

SECI has emphasized the importance of compliance with technical and financial criteria to ensure the project’s successful implementation. The projects will contribute to Lakshadweep’s clean energy transition by integrating solar power with storage solutions, ensuring grid stability and reliability.

Bidders are encouraged to stay updated on any amendments or clarifications issued through the SECI website and ISN-ETS portal. These floating solar projects represent a significant step toward achieving India’s renewable energy goals while ensuring sustainable power solutions for remote island regions.
