SJVN Invites Bids For 1000 kW Rooftop Solar Project At Itanagar Secretariat Under PM Surya Ghar Yojana

SJVN Limited has issued a request for selection (RfS) inviting bids from eligible solar developers to set up rooftop solar power projects with a cumulative capacity of 1000 kW. The projects are to be installed at the Civil Secretariat Complex in Itanagar and nearby areas under the CAPEX model, as part of the PM Surya Ghar: Muft Bijli Yojana. The work includes installation without battery storage and comes with a mandatory five-year comprehensive operation and maintenance (O&M) period post-commissioning.

The estimated cost of the work is ₹5.5 crore, inclusive of GST. The Earnest Money Deposit (EMD) required is ₹11 lakh. This EMD must be submitted either through a Bank Guarantee, Demand Draft, NEFT, or RTGS. A Performance Bank Guarantee (PBG) is also mandatory and should be submitted as per the RfS document’s conditions.

The tender follows a single-stage, two-envelope e-tendering system. The pre-bid meeting is scheduled to be held on July 11, 2025, at 15:00 hrs at SJVN’s head office in Shimla or through Microsoft Teams. Bidders must submit their online bids by July 22, 2025, before 13:00 hrs. Additionally, the hard copies of supporting documents are to be submitted by August 1, 2025, by 18:00 hrs. The opening of the technical bids will take place on July 22, 2025, at 15:00 hrs, while the opening date for financial bids will be announced later. The selected bidder is expected to complete the project within six months from the date of issuance of the Letter of Award (LoA).

Interested developers must download the official RfS documents from the ISN-ETS portal and are required to pay a non-refundable tender document fee of Rs. 5,900 (inclusive of GST) via NEFT or RTGS. Details of the payment must be emailed to SJVN with proper proof and declarations.

The selection will be done through competitive bidding, and all bidders must adhere strictly to the instructions mentioned in the RfS. The project is funded by the Arunachal Pradesh Energy Development Agency (APEDA) and not by SJVN. All project payments will be made by APEDA as per the RfS conditions.

Bidders can avail of incentives like tax holidays and accelerated depreciation, but should factor in these independently without affecting the bid comparison. All queries or clarifications must be addressed to the SJVN Contracts team, and the contact information is provided in the RfS document.
