SJVN Green Energy Invites Bids For 951 MW Solar Projects In Maharashtra Under PM-KUSUM Scheme

SJVN Green Energy Limited (SGEL), a wholly owned subsidiary of SJVN Limited, has issued a tender for the Engineering, Procurement, and Construction (EPC) of 951 MW of solar power projects under the Mukhya Mantri Saur Krushi Vahini Yojana (MSKVY) 2.0 (PM Kusum Component C) in Maharashtra. The project includes 74 locations across the districts of Pune, Nashik, Ahmednagar, and Solapur. Along with the EPC scope, comprehensive operations and maintenance for three years is also included. The work will be awarded through a domestic competitive bidding process using a single-stage two-envelope system followed by an e-Reverse Auction.

SGEL had secured a total of 1,352 MW of solar capacity under the scheme. Out of this, the present tender covers 951 MW divided into 8 groups. Bidders are required to quote for complete groups, with the minimum allocation being one group and the maximum being the full 951 MW. Bidders must arrange land for the projects, except for two specific projects under Group 4, where land lease agreements have already been executed by SGEL.

The bid document was made available for download from 2nd July 2025 (18:00 Hrs) until 21st July 2025 (12:00 Hrs). The cost of the bid document is ₹5,000 plus 18% GST. The pre-bid meeting is scheduled on 14th July 2025 at 11:00 AM, to be held at SGEL’s Corporate Headquarters in Shimla via video conferencing. The last date and time for online bid submission is 22nd July 2025 at 14:00 Hrs, with the techno-commercial bids opening at 15:00 Hrs on the same day. Price bid opening and the e-Reverse Auction schedule will be intimated to the technically qualified bidders later.

The Earnest Money Deposit (EMD) is ₹11.20 lakh per MW, to be submitted in the form of a bank guarantee through the SFMS gateway. For 951 MW, the total EMD amounts to ₹106.51 crore. Additionally, the successful bidder must furnish a Performance Bank Guarantee (PBG) as specified in the bid documents. The currency of bidding is Indian Rupees, and bids must remain valid for 180 days from the last date of submission.

Eligibility criteria for bidders include experience in EPC or development of solar photovoltaic projects with a minimum cumulative capacity of 30 MWp, including at least one project of 10 MWp operational for a minimum of 3 months. Financially, bidders should have an average annual turnover of ₹1.68 crore per MW over the last three financial years and must have a positive net worth in two of the last three years. Joint ventures or consortiums are permitted with a maximum of two partners, where the lead partner holds at least 50% equity.

The scope of work includes site identification, land procurement or lease transfer, installation of solar PV systems, transmission infrastructure, and operational support. Projects must be located within 10 km of substations listed in the technical annexures. The selected contractors will also be responsible for the Central Monitoring System for Group 4.

SGEL retains the right to cancel or modify the tender at any stage without assigning any reason, and has excluded this work from the Public Procurement Policy for MSEs.
