SJVN Floats Tender For 1 MW Rooftop Solar Project In Itanagar Under PM Surya Ghar Yojana

SJVN Limited has invited bids under the PM Surya Ghar: Muft Bijli Yojana for setting up 1,000 kW of grid-connected rooftop solar power projects at the Civil Secretariat Complex in Itanagar and nearby areas. The project, which will be implemented under the CAPEX model, includes five years of comprehensive operation and maintenance following commissioning. The tender was issued on 1 July 2025 through Request for Selection (RfS).

The rooftop projects will be established through a competitive bidding process. This initiative is part of the Central Government’s efforts to solarize government buildings across various states. SJVN, a joint venture between the Government of India and the Government of Himachal Pradesh, has been designated as the Scheme Implementation Partner for this mission in multiple states, including Arunachal Pradesh.

The estimated cost of the 1 MW rooftop solar project is ₹5.5 crore, inclusive of GST. The project must be completed within six months from the date of issuance of the Letter of Award (LoA). The Earnest Money Deposit (EMD) is fixed at ₹11 lakh and is to be submitted either via Bank Guarantee, Demand Draft, NEFT, or RTGS. In case of default or failure to execute the project, the EMD will be forfeited. The bidder must also submit a Performance Bank Guarantee (PBG) as per the terms specified in the RfS document.

The cost of the RfS document is ₹5,900, including 18% GST, and it must be paid through NEFT or RTGS transfer. Interested bidders are required to register on the ISN-ETS portal to access the official documents and submit their bids.

The pre-bid meeting is scheduled for 11 July 2025 at 3:00 PM at the SJVN headquarters in Shimla, with virtual participation also allowed via Microsoft Teams. The deadline for online bid submission is 22 July 2025 by 1:00 PM, and the opening of technical bids will follow the same day at 3:00 PM. Hard copies of the necessary documents must be submitted by 1 August 2025 by 6:00 PM.

This tender explicitly applies to installations on government-owned properties and does not receive central financial assistance. All funding is expected to be managed by the Arunachal Pradesh Energy Development Agency (APEDA), which will also be responsible for payments to the selected bidder. SJVN will not be liable for any financial claims during the execution of the contract.

The bidding process follows a single-stage, two-envelope system and does not include an e-reverse auction. The bids will remain valid for 12 months from the final submission date.

SJVN has clarified that it reserves the right to cancel or amend the tender process at any stage without assigning reasons. Prospective bidders are advised to stay updated with announcements and modifications available on the SJVN website and the ISN-ETS portal.
