GAIL Invites Bids For 17.5 MW Floating Solar Project At Pata, Uttar Pradesh

GAIL (India) Limited has invited bids for the design, engineering, procurement, construction, commissioning, and maintenance of a 17.5 MW (AC) floating solar photovoltaic grid-connected power plant at GAIL Pata in Auraiya district, Uttar Pradesh. The bid was issued on August 4, 2025. This project will be executed on an EPC/LSTK basis and includes a comprehensive operation and maintenance (O&M) period of three years following the successful completion of the Operational Acceptance Test (OAT). Additionally, there is a Comprehensive Annual Maintenance Contract (CAMC) for critical equipment, which will last for ten years from the date of OAT.

The project scope covers the complete EPC work, including the design, supply, construction, erection, testing, and commissioning of the floating solar PV plant along with the associated power evacuation system. The O&M services will be provided for three years after successful OAT completion. The CAMC of key equipment is required for ten years, ensuring long-term reliability and performance of the installed system.

The tender process will follow a two-bid system and will be conducted through e-tendering. Interested parties can access the tender documents on various official portals such as the GAIL tender website, the Central Public Procurement (CPP) portal, the National Informatics Centre e-tender portal, and the Government e-Marketplace (GeM) portal from August 4, 2025, to August 19, 2025, up to 14:00 hours IST.

A pre-bid meeting is scheduled to be held virtually on August 8, 2025, at 11:00 AM via Microsoft Teams. Bidders can join using the provided link and meeting credentials. For bidders interested in viewing the project site, a site visit is arranged on August 7, 2025, starting at 10:00 AM. Relevant contact persons from GAIL and BHEL have been listed to assist bidders during the visit.

The deadline for bid submission is August 19, 2025, by 14:00 hours, and the unpriced bid opening will take place on August 20, 2025, at 15:00 hours through video conferencing. The Earnest Money Deposit (EMD) for this tender is set at ₹77.52 lakhs. Notably, EMD exemption is not available for Micro and Small Enterprises (MSEs) due to the nature of the works contract, meaning all bidders must submit the EMD to participate.

The contract period includes 12 months for EPC work from the date of issue of the FOA, with the OAT to be completed within one month (maximum three months) from commissioning. The detailed scope and technical specifications are provided in Section VII of the bidding document.

Bids must be submitted only through the e-tender portal, and original copies of certain documents, including the EMD, must be sent physically within seven days of the bid submission date. GAIL has emphasized strict adherence to the bidding terms and conditions and has reserved the right to seek physical copies of any uploaded documents during the tender process.

This tender presents a significant opportunity for solar EPC contractors to participate in a large-scale floating solar project at a major industrial site, under one of India’s leading public sector enterprises.
