Syrian Ministry of Energy and ACWA Power Sign Agreement to Develop 2.5 GW of Renewables and Storage

The Ministry of Energy of the Syrian Arab Republic and ACWA Power, the world’s largest private water desalination company and a global leader in energy transition and green hydrogen, have signed a Joint Development Agreement (JDA) to explore the development of approximately 2.5 GW of solar and wind projects, alongside energy storage solutions and a proposed national technical training centre.

The agreement provides a framework for conducting detailed technical and commercial studies on existing power plants and the national grid, as well as evaluating and implementing a pipeline of renewable energy and storage projects.

The signing ceremony was held at the Syrian Ministry of Energy headquarters in the presence of H.E. Eng. Mohammad Al-Bashir, Minister of Energy of the Syrian Arab Republic; Mohammad Abunayyan, Founder and Chairman of ACWA Power; and representatives from the Saudi Ministry of Energy.

Under the JDA, ACWA Power and the Ministry of Energy will identify sites for around 1.0 GW of photovoltaic (PV) capacity and 1.5 GW of wind capacity, supported by potential grid-scale storage solutions to improve system reliability and flexibility. In addition, ACWA Power will study the establishment of a national technical training centre to prepare skilled technicians for construction and operations across approved projects. Dr. Moayad Samman, Country General Manager in Syria, ACWA Power, said: “Today’s agreement in Syria sets a clear pathway to bring best-in-class solutions to the Syrian power sector — solutions that combine reliable generation, cost competitiveness, and accelerated renewable energy integration. Our approach is holistic: we will study and prioritise rehabilitation where it makes sense, deploy new solar and wind capacity where it delivers the most value, and invest in people through a dedicated training centre so that local talent powers every stage of delivery. We look forward to working in Syria to transform studies into projects that add real capacity, strengthen the grid, and create skilled jobs.”
