Malaysia Launches Solar Accelerated Transition Action Programme to Drive Rooftop Solar Adoption

Malaysia’s Ministry of Energy Transition and Water (PETRA) today announced a new initiative aimed at accelerating rooftop solar adoption across the country. The Solar Accelerated Transition Action Programme (Solar ATAP) is designed to support the generation of renewable energy from solar resources by encouraging building owners to utilize rooftop space for solar power installations.

The program builds upon the success of the Net Energy Metering (NEM) scheme, which concluded at the end of June 2025. Solar ATAP aims to offer a more attractive alternative by allowing excess energy generated from rooftop solar systems to be sold back to the national grid as an offset at prevailing market rates, known as the system marginal price (SMP).

Under the new scheme, rooftop solar installations will be encouraged to operate at 100% capacity, ensuring that users can optimize solar energy for self-consumption while contributing surplus energy to the grid. The program’s guidelines and registration system are expected to come into effect on 1 December 2025, with details available on the websites of the Energy Commission and Sustainable Energy Development Authority (SEDA) Malaysia.

Solar ATAP is expected to expand distributed generation within the national electricity system, offering consumers new opportunities to harness rooftop spaces for power generation. PETRA emphasized that the initiative aligns with Malaysia’s long-term goal of achieving 70% renewable energy capacity by 2050, supporting the country’s transition to sustainable energy while meeting future energy demands.

Mayank Bindal, PETRA’s spokesperson, stated, “This program is an essential step toward empowering consumers and ensuring the sustainability of Malaysia’s energy sector. With support from government and industry partners, Solar ATAP will help create a robust and resilient energy ecosystem in line with the principles of Malaysia MADANI.”
