REIL Invites Bids For 10 MW Rooftop Solar Project In Jodhpur With 25-Year O&M Contract

Rajasthan Electronics & Instruments Limited (REIL), a recognized “Mini Ratna” Central Public Sector Enterprise, has issued a significant Rate Contract (RC) aimed at strengthening renewable energy infrastructure in the state of Rajasthan. The contract involves a comprehensive scope, covering Survey, Design, Supply, Erection, Testing, Commissioning, and long-term Operation and Maintenance (O&M) for 25 years. The project is a 10 MW Grid Connected Rooftop Solar Photovoltaic (PV) Power Project, to be implemented across various State Government buildings and State Government undertaking facilities, with the initial focus on Jodhpur District. The estimated project cost is ₹49.47 Crore, reflecting the scale and financial significance of the initiative.

The tender has been structured for a fully online process, following a Single Stage Two Envelope System. After the opening of Financial Bids, an e-Reverse Auction will be conducted to finalize the selection. The tender documents are accessible on the E-procurement Portal. Participation in the bidding process requires meeting specific criteria, including being a “Class-I local supplier.” Bidders must either be Original Equipment Manufacturers (OEMs) or authorized Dealers. An Integrity Pact with the Procuring Entity is mandatory; any bid submitted without a signed Integrity Pact will be rejected outright. The tender also emphasizes that no indication of prices or costs is to be included in the Technical Bid, and non-compliance with this rule could lead to disqualification.

Key dates for the tender process have been clearly defined. The tender was officially published on December 5, 2025, with the document download and bid submission process starting the same day at 14:30 Hrs. The deadline for online bid submission, as well as for the physical submission of original documents, is December 15, 2025, at 14:30 Hrs. Technical-commercial bids will be opened online on December 16, 2025, at 14:30 Hrs. The financial obligations include an Earnest Money Deposit (EMD) of ₹8,70,000 per MW, ensuring bid security and validity for 90 days from the date of tender opening.

This initiative by REIL underscores the state’s commitment to expanding renewable energy capacity, particularly through rooftop solar projects in government buildings. By integrating long-term O&M and ensuring transparency in the bidding process through mandatory Integrity Pacts and e-Reverse Auctions, the project aims to promote reliable, sustainable energy while fostering local supplier participation. With the deadline approaching, potential bidders are encouraged to carefully adhere to all requirements to secure their eligibility for this landmark renewable energy project in Rajasthan. The project reflects both the financial scale and strategic importance of solar power development in the state, aligning with broader national goals for renewable energy adoption and sustainability.
