The Haryana Electricity Regulatory Commission (HERC) has granted Eleven Power Private Limited a parallel electricity distribution licence for the Gurugram and Nuh revenue districts for a period of 25 years. The order, dated October 19, 2026, has been issued under Section 14 of the Electricity Act, 2003, allowing the company to distribute electricity alongside the existing licensee. The development will provide more than 8.3 lakh electricity consumers with the option to choose their electricity distributor as Eleven Power expands its network into their areas.
The decision marks the first parallel electricity distribution licence granted in Haryana and is among a limited number of such licences issued in India under the Electricity Act, 2003. The framework allows multiple distribution licensees to operate within the same geographical area, providing consumers with an alternative electricity supplier. The licence covers all categories of consumers, including households, agricultural users, commercial establishments, offices and industrial units across Gurugram and Nuh.
Electricity demand in the region, including Manesar and Sohna, is expected to increase significantly over the coming years. According to projections submitted by Eleven Power in its petition, annual electricity sales in the licensed area are expected to rise from approximately 12,220 million units in FY 2024-25 to 18,224 million units by FY 2030-31. The region’s growing residential and industrial activities have also increased the need for reliable electricity supply. Across Haryana, nearly 1.3 lakh applications for new electricity connections and load enhancement, involving more than 2,400 MW, were pending as of October 2025.
Eleven Power has committed to supplying electricity to all categories of consumers on a non-discriminatory basis. The company will provide new connections upon request under Section 43 of the Electricity Act and comply with the timelines prescribed by HERC’s Electricity Supply Code. Its distribution network will be developed in phases over five years across five divisions: Gurugram Sub-urban, Gurugram City, Manesar, Sohna and Nuh. The company plans to include Nuh in the first phase of development.
Sunil Sachdeva, Chairman of Eleven, described the approval as a significant milestone for electricity consumers in the region. He said the company would focus on reliable electricity supply, timely connections and sourcing most of its electricity from renewable energy. He also acknowledged the Commission’s detailed examination of the petition and the public process followed before granting the licence.
The proposed distribution network will incorporate several measures to improve reliability and service quality. These include N-1 redundancy, a supervisory control and data acquisition (SCADA)-enabled high-tension network, a distribution management system and ring-main configurations. Underground cabling is planned across Gurugram district, while Nuh will have a combination of underground and overhead infrastructure. The company also proposes smart meters, digital billing and customer relationship centres to improve consumer services and grievance redressal.
Eleven Power plans to procure 80% of its electricity from renewable sources through Firm and Dispatchable Renewable Energy contracts, including some supplies from within Haryana, and the Green Day Ahead Market. The remaining 20% will come from thermal power sources to support base-load reliability.
The company has proposed a capital investment of ₹4,717 crore over five years, covering FY 2026-27 to FY 2030-31, under HERC’s regulatory oversight. Electricity supply is planned to begin in FY 2027-28, with tariffs remaining subject to Commission regulation.
Eleven Power must submit a detailed first-phase implementation plan and a protocol for consumers wishing to switch distributors within 60 days. Existing consumers are not required to take any immediate action, and the current distribution licensee will continue serving its customers. Consumers will be able to opt for Eleven Power once its network becomes available in their areas.
