
NHPC Limited has invited online bids through domestic competitive bidding for an engineering, procurement, and construction (EPC) contract for the development of solar power park infrastructure in Uttar Pradesh. The tender, issued on behalf of Bundelkhand Saur Urja Limited (a joint venture of NHPC and Uttar Pradesh New and Renewable Energy Development Agency), focuses on Package 3 of the project, which includes security buildings, civil works for administrative buildings, a canteen, a guest house, and other common facilities for the 1,200 MW Solar Power Park in Madhogarh, Jalaun district.
The bidding process follows a single-stage, two-part system, consisting of a technical bid and a financial bid, along with an e-Reverse Auction (e-RA). The estimated cost of the project is ₹17.46 crore, inclusive of taxes. The project must be completed within 350 days from the issuance of the notification of award.
Interested bidders must meet specific eligibility criteria. They should be legally registered entities operating under commercial laws and must comply with the “Make in India” Public Procurement Order of 2017. Additionally, bidders must have a proven track record in similar works, including the construction of buildings, multi-story hostels, townships, RCC bunkers, barracks, bridges, water tanks, switchyards, sewage treatment plants, or water treatment plants. Financially, bidders should have achieved an annual construction turnover equivalent to the estimated project cost in at least one of the past three years. They must also demonstrate successful completion of similar projects, meeting specific cost requirements.
The bidding process follows a strict timeline. The tender was published on February 14, 2025, with bid submissions opening on the same date. The last date for online bid submission is March 8, 2025, while the offline submission deadline is March 10, 2025. The technical bids will be opened on March 11, 2025, at NHPC’s office in Faridabad, Haryana, and the date for opening the financial bids will be communicated later.
Bidders are required to submit a bid security deposit of ₹34.92 lakh in the form of a demand draft, bank guarantee, or insurance surety bond. The bid validity period is 120 days from the last date of submission. The currency for the bid will be the Indian Rupee.
The tender process emphasizes transparency and fairness through the implementation of an Integrity Pact. All bidders must sign this pact, ensuring ethical conduct in the bidding and execution phases. NHPC has also appointed independent external monitors to oversee compliance.
The bid documents are available for download on the Central Public Procurement (CPP) portal and NHPC’s website. Bidders must register online to participate in the e-tendering process. The government reserves the right to accept or reject any bids without obligation to disclose reasons, except in cases where transparency is required by law.
The EPC contract for this solar power park infrastructure project aligns with India’s renewable energy goals and aims to establish robust infrastructure for large-scale solar energy generation. By developing common facilities and security infrastructure, the project will support efficient operations of the 1200 MW Solar Power Park in Uttar Pradesh.
