TGGENCO Invites Bids For DPR Preparation Of 56 MW Solar Power Projects In Telangana

Telangana Power Generation Corporation Limited (TGGENCO) has invited bids for preparing a Detailed Project Report (DPR) for three solar power projects. The projects include a 15 MW floating solar photovoltaic (FSPV) plant on the raw water reservoir at Yadadri Thermal Power Station (YTPS), a 28 MW ground-mounted solar plant at Kothagudem Thermal Power Plant (KTPP), and a 13 MW floating solar plant on the raw water reservoir at KTPP. The DPR will cover technical specifications, commercial aspects, and feasibility studies to support the establishment of these grid-connected solar power plants.

The bidding process follows a two-part system, where technical and price bids will be evaluated separately. The bid submission begins on February 21, 2025, and the deadline for submission is March 21, 2025, at 3:00 PM. The technical bids will be opened on March 21, 2025, at 4:30 PM, while the financial bids will be opened on March 26, 2025, at 3:00 PM. The estimated project value is ₹12,96,000.

Interested bidders are required to submit an Earnest Money Deposit (EMD) of ₹6,480, which is 0.5% of the estimated value. The EMD must be paid through Net Banking, RTGS, NEFT, or Credit/Debit Card via the Telangana e-procurement portal. Exemptions are available for firms registered with NSIC/SSI, provided they obtain an exemption letter from TGGENCO before submitting their bid. Additionally, the selected bidder must furnish a security deposit equivalent to 2.5% of the contract value in the form of a bank guarantee.

Bidders must meet specific eligibility criteria to qualify. They should have prior experience in consultancy services related to feasibility studies and DPR preparation for at least one floating solar power plant and one ground-mounted solar power plant in India within the last five years. Financially, bidders must have an annual turnover of at least ₹3,88,800 in at least two of the last three financial years. They must also provide copies of audited financial statements to prove their financial capacity.

The tender submission will be conducted online through the Telangana e-procurement portal. Hard copies of supporting documents may be required for verification. The bidders are encouraged to conduct a site visit before submission to better understand project requirements.

TGGENCO reserves the right to accept or reject any bid without assigning reasons. The selected bidder will be required to submit the draft DPR within 20 days of receiving the purchase order, followed by the final DPR within 10 days after receiving comments from TGGENCO. The project aims to support Telangana’s clean energy initiatives and optimize the use of available land and water bodies for solar power generation.
