CREDA Floats INR 100 Crore Tender For 1,000 Off-Grid Solar Power Plants In Chhattisgarh

The Chhattisgarh State Renewable Energy Development Agency (CREDA), under the Energy Department of the Government of Chhattisgarh, has invited bids for the standardization of rates for the supply, installation, and commissioning of off-grid Solar Photovoltaic Power Plants (SPVPP) across the state.

The tender covers off-grid solar systems equipped with LMLA and T-Gel battery banks and off-grid Power Conditioning Units (PCUs). Selected system integrators will be responsible not only for supplying and installing the systems but also for commissioning, insurance, repairs, maintenance, and a five-year comprehensive maintenance contract (CMC).

The tender has an estimated value of ₹100 crore and is expected to cover approximately 1,000 SPV power plant units over a period of one year. The tender has been issued through the Government e-Marketplace (GeM) under Bid Number GEM/2026/B/7833011 and Tender Reference No. 5363/CREDA/SPV-PP/2026-27.

The standard Earnest Money Deposit (EMD) requirement is ₹10 lakh for individual and consortium bidders. New Entrepreneur bidders can avail themselves of a concessional EMD of ₹2 lakh. Micro and Small Enterprises (MSEs) and DPIIT-registered startups are eligible for complete EMD exemption, subject to submission of valid supporting documents.

Successful bidders will also be required to provide a Performance Bank Guarantee or Security Deposit in accordance with CREDA’s financial rules and contract conditions. This requirement is intended to ensure proper execution of the project and fulfillment of the five-year maintenance obligations.

The tender was released on July 31, 2026, with documents available for download until August 20, 2026, at 5:00 PM. The pre-bid query period ended on August 6, while the pre-bid meeting was scheduled for August 7 at CREDA’s head office in Raipur.

System samples are scheduled to be displayed on August 13 between 12:00 PM and 2:00 PM. Both online bid submission through GeM and physical hard-copy submission at CREDA’s Raipur office will close on August 20 at 5:00 PM. The bid will remain valid for 180 days from the submission deadline.

The technical bids are scheduled to open on August 21, followed by technical evaluation from August 24. The price bids are scheduled to open on August 31.

For eligibility, Category-I bidders covering systems from 1 kW to 10 kW must have a minimum average annual turnover of ₹5 crore over the last three financial years. Category-II bidders, covering systems from 15 kW to 50 kW, must have an average annual turnover of at least ₹10 crore. Bidders must also meet positive net worth requirements and provide valid test reports for the relevant components.
