The Damodar Valley Corporation (DVC) has issued a tender for the design, engineering, supply, construction, erection, testing, and commissioning of a 234 MW (AC) Grid-Tied Floating Solar PV Plant at Maithon Dam Reservoir, Jharkhand. The project includes a comprehensive operation and maintenance (O&M) period of 10 years. This tender, issued will be conducted through a single-stage, three-envelope bidding process, followed by an online reverse auction.
The Earnest Money Deposit (EMD) for this project has been set at ₹10,20,96,158 (approximately ₹10.21 crore). Additionally, the Performance Bank Guarantee (PBG) required from the successful bidder will be 3% of the total contract value. The cost of the tender documents is ₹35,000, inclusive of GST.
Key dates for the bidding process are as follows: The tender document can be downloaded from December 2, 2024, at 6:00 PM IST until January 7, 2025, at 10:00 AM IST. A pre-bid conference is scheduled for December 26, 2024, at 11:00 AM IST at the DVC Towers in Kolkata, in a hybrid format allowing both physical and online participation. Prospective bidders must submit their pre-bid queries online by December 26, 2024. The deadline for the online submission of bids and offline submission of hard copies (Envelope 1) is January 7, 2025, at 10:00 AM IST. The technical bids (Envelope 2) will be opened online on January 8, 2025, at 10:30 AM IST, with financial bids (Envelope 3) to be opened at a later date as notified by DVC.
To qualify for participation, bidders must meet both technical and financial criteria. Technically, bidders should have experience in executing solar PV projects with a cumulative installed capacity of at least 100 MW (AC), including at least two projects of 10 MW (AC) or higher, that have been operational for at least six months. Alternatively, developers who meet similar criteria may also qualify. Financially, bidders must have a net working capital of at least INR 170.16 crore and an average annual turnover of at least INR 408.38 crore over the last three years.
The successful bidder will be responsible for supplying materials, services, and comprehensive O&M support, including repairs, spare parts, and performance testing, for 10 years. The total completion period for the project is 18 months (547 days) from the date of the Letter of Award (LOA).
DVC reserves the right to accept or reject any bids without assigning reasons. Bidders are advised to visit the site and familiarize themselves with the conditions before submitting their proposals.
