IIT Bombay Invites Bids For 500 kWp Rooftop Solar Plant Under RESCO Mode

The Indian Institute of Technology Bombay has issued a Notice Inviting Tender for the development of a 500 kWp grid-connected rooftop solar PV power plant at its campus in Powai, Mumbai. The project is to be carried out under the Renewable Energy Service Company (RESCO) mode and includes the operation and maintenance of the plant for a period of 25 years. The tender has been structured in two parts, consisting of a Technical Bid and a Price Bid, and participation is restricted to vendors who are already empanelled.

The scope of work for the successful bidder will cover the entire execution process, beginning with the site survey and extending to design, engineering, supply, installation, testing, and commissioning. The rooftop solar plant will be installed across several academic buildings on the campus. Once awarded, the entire project must be completed within 120 days from the date of the Notice to Proceed, making timely execution a key requirement of the tender.

In terms of key dates, IIT Bombay conducted a pre-bid meeting and site visit on August 14, 2025, at 11:00 AM, giving potential bidders an opportunity to understand the project’s scope and requirements. The final date for submission of bids is August 29, 2025, by 3:00 PM. Immediately afterward, at 3:05 PM, the bids will be opened, starting with the Technical Bids. The two-part bidding process ensures that both technical expertise and competitive pricing will be evaluated before the project is awarded.

The financial conditions of the tender specify that bidders must provide an Earnest Money Deposit of ₹5,00,000. This must be submitted in the form of a Demand Draft payable to “The Registrar, IIT Bombay, Powai, Mumbai-400076,” and it is mandatory to include this with the Technical Bid. Unlike many other tenders, there is no tender fee required for participation. The EMD of the winning bidder will be retained by IIT Bombay as performance security for three years after the installation of the project is completed.

To ensure that only financially capable firms participate, the tender also sets a requirement for bidders to have a minimum average annual turnover of ₹6.25 crores over the last five financial years. Additionally, bidders must quote a tariff that will remain firm for the entire 25-year period, ensuring long-term cost stability for IIT Bombay.

Through this initiative, IIT Bombay aims to enhance its renewable energy capacity while promoting clean and sustainable energy solutions on its campus. The project highlights the institute’s commitment to reducing its carbon footprint and advancing the use of solar power in academic institutions.
