
Jammu & Kashmir Energy Development Agency (JAKEDA) has issued a Request for Selection (RfS) for setting up grid-connected rooftop solar PV projects on government buildings in the Union Territory of Jammu & Kashmir. The projects will be developed under the Renewable Energy Service Company (RESCO) model, where the selected bidders will install, operate, and maintain the solar systems for a specified duration.
Bidders are required to submit an Earnest Money Deposit (EMD) of ₹5,00,000 per MW per project in the form of a Fixed Deposit Receipt (FDR) or Bank Guarantee. This EMD must be valid for 12 months from the last date of bid submission.
Additionally, the selected bidders must submit a Performance Bank Guarantee (PBG) of ₹6,00,000 per MW before signing the Power Purchase Agreement (PPA). The deadline for bid submission is set for March 10, 2025, at 6:00 PM. The techno-commercial bids will be opened on March 11, 2025, at 12:30 PM. The successful bidders will be required to sign the PPA with the beneficiary organization within 30 days of receiving the Letter of Award (LoA). The PPA will be valid for 25 years from the date of commissioning of the project.
The project capacity will be allocated across multiple government buildings, with bidders allowed to apply for multiple locations. JAKEDA has also provided guidelines on capacity enhancement, where selected bidders can increase the awarded capacity by submitting an additional revised PBG amount.
As part of the selection criteria, bidders must ensure compliance with technical and financial requirements, including submitting all necessary documents before the deadline. Failure to provide the PBG within the stipulated time will result in the cancellation of the awarded project, and the EMD will be forfeited.
The initiative aims to boost solar energy adoption in Jammu & Kashmir, reducing dependence on conventional energy sources and promoting clean energy alternatives. By leveraging the RESCO model, the project is expected to provide cost-effective solar power solutions while ensuring long-term sustainability.
