Keppel Ltd.-Led Consortium to Advance Low-Carbon Ammonia Power and Bunkering Project on Jurong Island

A consortium led by Keppel Ltd. has been selected by the Energy Market Authority (EMA) and the Maritime and Port Authority of Singapore (MPA) to lead the next phase of developing a low- or zero-carbon ammonia solution for power generation and bunkering on Jurong Island, marking a significant step in Singapore’s transition to a low-carbon energy future. The appointment follows a competitive Request for Proposal process, during which Keppel, together with consortium partners Sumitomo Corporation and Advario, completed a comprehensive preliminary front-end engineering and design (pre-FEED) study.

The consortium will now undertake a full FEED study covering the entire ammonia value chain, including a 55–65 MW ammonia power plant, terminal infrastructure, and bunkering solutions. This study will lay the groundwork for a potential Final Investment Decision and further demonstrate Keppel’s role as a key driver of low-carbon initiatives in Singapore.

Keppel continues to advance the nation’s “Four Switches” strategy, supporting the adoption of low-carbon alternatives and regional power integration. The company also owns and operates the Keppel Merlimau Cogen Power Plant, a 1,300 MW combined cycle gas turbine facility that has been upgraded for higher efficiency, lower carbon emissions, and potential hydrogen co-firing. Through the integration of innovative technologies and strategic partnerships, Keppel is contributing to a more resilient, sustainable, and diversified energy future for Singapore.
