Mahanadi Coalfields Limited Invites Bids For Lightning Protection System At 2 MW Solar Power Plant

Mahanadi Coalfields Limited (MCL), a subsidiary of Coal India Limited, has issued an online tender invitation for the supply, installation, commissioning, and testing of seven Early Streamer Emission (ESE) based lightning arresters at the 2 MW solar power plant at Anand Vihar, MCL headquarters. The work will be carried out within a specified timeline, and interested bidders must meet eligibility criteria to participate.

The submission deadline for bids has been set for March 6, 2025, which also marks the closing date for document sales. Following the submission process, the bids will be officially opened on March 8, 2025, for evaluation and further proceedings.

The tender process is open to bidders with a valid Digital Signature Certificate (DSC) issued by an authorized agency under the Controller of Certifying Authority (CCA), Government of India. Bidders must register on the Coal India e-tendering portal to submit their applications. The bidding process includes document downloads, submission of bids, and an evaluation stage, with the contract being awarded to the lowest qualifying bidder.

To ensure transparency, MCL has outlined a structured process for bid evaluation. The L1 bidder, who quotes the lowest price, will be selected based on cost to the company. All bidders must comply with technical and financial eligibility requirements. The tender also allows micro and small enterprises to participate, and preference will be given to local suppliers under the ‘Make in India’ initiative.

The cybersecurity framework for the bidding process includes an online user agreement, ensuring the authenticity of submitted information. Bidders must submit essential documents, such as their Permanent Account Number (PAN), Goods and Services Tax (GST) registration, and other legal certifications, to qualify. Additionally, an Electrical Contractor’s License is required for applicable works.

MCL will follow strict guidelines for procurement, ensuring compliance with national regulations. The bidding process allows for online clarifications and modifications before submission. The company has also put in place measures for bid withdrawal and cancellation. In case of any disputes, the settlement will be managed as per the guidelines stated in the tender document.

The contract will be finalized upon approval from MCL authorities, and the selected contractor will be responsible for completing the project within the stipulated time. The contractor must also comply with safety regulations and statutory requirements, ensuring smooth execution of the work. The tender process reflects MCL’s commitment to maintaining high standards in procurement and project execution.
