Gujarat Unveils Three Clean Energy Policies, Targets 100 GW Renewables and ₹5.75 Lakh Crore Investment by 2030

Gujarat has rolled out three major clean energy policies aimed at accelerating its transition to a low-carbon economy and positioning the State as a national hub for renewable energy. The new initiatives — the Integrated Renewable Energy Policy 2025, the Pumped Storage Project Policy, and the Green Hydrogen Policy — together target investments exceeding ₹5.75 lakh crore over the coming decade.

Under the Integrated Renewable Energy Policy, Gujarat has set an ambitious target of installing 100 GW of renewable energy capacity by 2030. The policy covers a wide range of technologies, including ground-mounted and rooftop solar, floating solar, wind, hybrid wind-solar systems, and battery energy storage systems (BESS). A key highlight is the introduction of rooftop wind projects, allowing consumers to install small wind turbines of up to 50 kW on their premises. These projects will be eligible for virtual and group net metering, expanding access for users without adequate rooftop space.

The policy also promotes emerging renewable technologies such as geothermal, tidal and wave energy, and supports prototype wind turbine installations using advanced high-capacity designs. To strengthen the supply chain, manufacturers are encouraged to source low-carbon raw materials locally.

Complementing this, the Pumped Storage Project Policy aims to add 75 GWh of storage capacity by 2035, with an estimated investment of ₹75,000 crore, enhancing grid stability and renewable energy integration.

The Green Hydrogen Policy forms a central pillar of Gujarat’s clean energy roadmap. The State plans to attract over ₹5 lakh crore in investments, develop 3 million tonnes per annum of green hydrogen capacity, and create nearly six lakh jobs. This will be supported by 30 GW of electrolyser capacity and 75 GW of renewable power, positioning Gujarat as a major green hydrogen hub in India.
