MNRE Invites Bids To Strengthen National Renewable Energy Portal Operations

The Ministry of New and Renewable Energy (MNRE) has invited bids to appoint an agency for managing the National Renewable Energy Portal (NREP), a key platform that serves as a central repository for renewable energy data in India. The tender has been issued through the Government e-Marketplace (GeM), and it focuses on ensuring efficient data collection, regular updates, and smooth operation and maintenance of the portal.

As part of this initiative, the ministry is looking to onboard skilled technical professionals who can handle both operational and analytical responsibilities. The selected agency will be required to deploy a team that includes one Team Lead with three to seven years of experience and four Data Scientists. Out of these, two Data Scientists may be hired on an ad-hoc basis, depending on project requirements. The contract duration has been set at two years and one day, indicating a medium-term engagement aimed at strengthening the portal’s reliability and performance.

The total estimated value of the project stands at around ₹2.64 crore. To ensure serious participation, bidders are required to submit an Earnest Money Deposit (EMD) of ₹10 lakh along with their proposals. Additionally, the selected agency will need to provide a performance security amounting to 5% of the total contract value. However, the ministry has provided certain relaxations for Micro and Small Enterprises (MSEs) and startups registered with DPIIT. These entities are eligible for exemptions from some experience and turnover requirements, provided they meet the necessary technical qualifications.

To qualify for the tender, bidders must demonstrate strong experience in similar projects. Generally, a minimum of seven years of experience is required. Companies that are not eligible for exemptions must also show a proven track record, such as completing at least one project worth 80% of the estimated cost or multiple projects of similar combined value.

The selection process will be based on the Least Cost System (LCS) method. Interested bidders must first meet a technical evaluation threshold of at least 75 out of 100 marks to qualify for the financial evaluation stage. This ensures that only technically capable agencies are considered before cost becomes the deciding factor.

A pre-bid meeting has been scheduled for March 27, 2026, at Atal Akshaya Urja Bhawan in New Delhi, with an option to attend virtually. The final date for submission of bids is April 1, 2026. Through this initiative, MNRE aims to strengthen data management systems and enhance the effectiveness of the National Renewable Energy Portal, making it a more reliable resource for stakeholders across the renewable energy sector.
