NTPC Invites Bids For 230 kWP Rooftop Solar Project At Bongaigaon Plant In Assam

NTPC Limited has issued a notice inviting tenders for the erection and commissioning of a 230 KWP rooftop solar project at various buildings in NTPC Bongaigaon. The tender follows a single-stage, two-envelope bidding process, where eligible bidders must submit a techno-commercial bid and a price bid. NTPC intends to finance the project through domestic commercial borrowings or its sources.

The scope of work includes designing, supplying, erecting, and commissioning a solar photovoltaic (SPV) grid-connected power plant. Bidders must meet specific technical and financial criteria to qualify. They should have previously designed and commissioned a solar power plant with at least one installation of 100 KWp or a cumulative capacity of 184 KWp. Additionally, the reference plant should have been operational for at least six months before the bid submission date.

The bid submission for the project begins on February 12, 2025, and will close on March 3, 2025, with the bid opening scheduled for March 5, 2025.

Financially, bidders must have an average annual turnover of at least ₹136 lakh in the last three financial years. If they do not meet this criterion, their holding company must fulfill the turnover requirement, supported by an undertaking of financial backing. In cases where audited financial results are unavailable, certification from a Chartered Accountant is acceptable.

A non-refundable fee of ₹2,655 is required for participation, along with an Earnest Money Deposit (EMD) of ₹2,00,000. The contract period for the project is six months from the date of award.

Bidders must submit their proposals electronically, following the timelines provided on the GePNIC portal. Only techno-commercial bids will be opened initially, and the price bid opening date will be communicated later. NTPC reserves the right to modify tender conditions, extend deadlines, or cancel the bidding process at any stage.

Only Class-I local suppliers, as defined by the Public Procurement (Preference to Make in India) Order 2017, are eligible to participate. Additionally, bidders from countries sharing a land border with India must be registered with the competent authority to qualify.

NTPC emphasizes transparency and compliance with procurement guidelines, requiring bidders to submit financial statements with a Unique Document Identification Number (UDIN) for verification. The company reserves the right to reject any bid without assigning reasons.
