Hydrogen Utopia International PLC has signed a Memorandum of Understanding with Hydrogen Systems LLC, a Saudi Arabia–based hydrogen infrastructure developer and operator of Shell-branded hydrogen refueling stations. The agreement will support the development of facilities in Saudi Arabia that will convert mixed waste, tyres, hazardous waste, and indestructible plastics into hydrogen and other clean fuels. Under the MoU, Hydrogen Systems will provide engineering, procurement, and construction services as well as operations and management support for Hydrogen Utopia’s planned projects in the Kingdom. The move strengthens Hydrogen Utopia’s capability to deliver projects locally and aims to accelerate the deployment of advanced waste-to-hydrogen solutions across the region.

The collaboration builds on Hydrogen Utopia’s strategic partnership with InEnTec Inc., whose advanced gasification-based plastic waste-to-hydrogen technology is licensed exclusively to Hydrogen Utopia across the MENA region. This exclusivity gives the company a unique position as the sole operator authorized to deploy the technology that can convert difficult waste streams, including indestructible mixed plastics, medical waste, and tyres, into sustainable hydrogen. By working with Hydrogen Systems, Hydrogen Utopia expects to reduce project delivery risks and ensure efficient execution of its plans in Saudi Arabia.

The MoU is also expected to support ongoing engagements with the Saudi Investment Recycling Company, the national waste management entity. Hydrogen Utopia hopes this cooperation will lay the foundation for scaling up its technology across multiple locations in the country as Saudi Arabia moves towards a more circular economy and enhanced waste-processing capabilities.

Hydrogen Systems, the company partnering with Hydrogen Utopia, is recognised as a regional leader in hydrogen solutions, particularly in green hydrogen for mobility applications. It offers end-to-end services from engineering to construction and operation of hydrogen facilities. The company has experience across the entire hydrogen value chain, from generation to mobility and industrial use cases, and has worked with international partners, including Shell Hydrogen, on green hydrogen mobility projects. It also serves as the EPC contractor for what is considered the world’s largest hydrogen refuelling infrastructure in Saudi Arabia, a development aligned with the country’s long-term energy transition vision under Saudi Vision 2030.

The agreement between the companies is described as a non-binding framework that will evolve into definitive contracts as individual projects move forward. Hydrogen Utopia believes that the partnership will significantly enhance its execution capabilities and support Saudi Arabia’s broader push towards sustainable hydrogen development and decarbonisation goals.

Sattam Alsuwailem, CEO of Hydrogen Systems, said the collaboration is an important step in advancing sustainable hydrogen solutions in the Kingdom. He noted that combining his company’s EPC and operational expertise with Hydrogen Utopia’s technology and InEnTec’s process innovation would help deliver state-of-the-art projects capable of converting waste into clean energy to support environmental and economic objectives.

Aleksandra Binkowska, CEO of Hydrogen Utopia, said it is a privilege to work with an experienced partner rooted in Saudi Arabia. She highlighted that Hydrogen Systems’ strong local presence and operational experience give the company confidence as it expands its footprint in the region. She added that the partnership aligns closely with the shared commitment of all partners to meet the goals of Saudi Vision 2030.

Iman Ramani, Hydrogen Utopia’s representative in Saudi Arabia, said the collaboration is a meaningful step forward for the company. He added that the proven experience of Hydrogen Systems in the GCC strengthens Hydrogen Utopia’s ability to deploy high-quality waste-to-hydrogen projects that support the Kingdom’s circular economy ambitions and net-zero commitments.
