SJVN Floats Tender For 1000 kW Rooftop Solar Project In Itanagar Under PM Surya Ghar Scheme

SJVN Limited has invited bids for setting up a 1,000 kW grid-connected rooftop solar power project without battery storage under the CAPEX model at the Civil Secretariat Complex and nearby areas in Itanagar. This project is part of the PM Surya Ghar: Muft Bijli Yojana. The tender includes a five-year comprehensive operation and maintenance (O&M) period after commissioning.

The initiative falls under the responsibility of Arunachal Pradesh Energy Development Agency (APEDA), which will fully fund the project. SJVN will serve as the Scheme Implementation Partner (SIP), and the selected developer will have to carry out all activities from construction to commissioning and long-term O&M. The total estimated project cost is ₹5.5 crore, including GST.

Bidders must submit an earnest money deposit (EMD) of ₹11 lakh through bank guarantee, demand draft, or online transfer (NEFT/RTGS). In addition, they must provide a Performance Bank Guarantee (PBG) as specified in the RfS document. A non-refundable tender fee of ₹5,900 (including 18% GST) must also be paid electronically.

The bid will follow a single-stage, two-envelope system, with separate submissions for technical and financial bids. Interested parties must submit their bids online by 1:00 PM on July 22, 2025. The pre-bid meeting is scheduled for July 11, 2025, at 3:00 PM at SJVN’s Corporate Head Office in Shimla. The opening of technical bids is scheduled for July 22, 2025, at 3:00 PM, while the opening of price bids will be notified later.

The completion time for the entire project is six months from the date of the Letter of Award (LoA). The bidding process is conducted online through the ISN-ETS portal. Only bidders registered on this portal will be eligible to participate, and bids must be submitted strictly as per the RfS instructions.

SJVN has clarified that there will be no central financial assistance for this rooftop solar scheme in state government buildings. The bidder must also ensure compliance with all technical, financial, and legal requirements as stated in the RfS. No claims regarding fiscal incentives will be entertained by SJVN. The entire project responsibility, from design to delivery, rests with the selected developer, while APEDA will make payments as per the agreed terms.
